Tim Coglan
Head of Quality Standards, Blackpool Council
Tim Coglan heads up Blackpool's Quality Standards Division - which is at the heart of the resort's 'clean-up' campaign and exciting regeneration. The team has a fierce reputation for raising standards and 'getting things done' in a very unique and challenging environment. It tackles everything from rogue traders and filthy takeaways, to hazardous accommodation and underage sales, and has earned outstanding results. To name just one, the number of Trading Standards prosecutions for 2007-08 was 170, compared to the next highest authority of 68, and the average unitary of 8.6. Tim joined the Council 11 years ago, and his dedication to public protection is unfaltering. A committed problem-solver, his tenacity is infectious, and he motivates colleagues to challenge bad practice and develop ground-breaking approaches to enforcement. Importantly, he empowers officers with the level of trust, support and resources to carry out their job without fear, and therefore professionally - and successfully.
