We investigate the differing roles of Central and Local Government regarding Social Care

Local Government is now dominated by the Conservatives with more Tory Councillors than the total of Labour and Liberal Democrat Councillors, but with Central Government developing the National Policies where does the power really lie? Our reporter Sam Hughes catches up with Stephen O'Brien MP after he comes off stage at the National Children and Adult Services Conference in Liverpool and asks him how they plan to deal with the population explosion. He also outlines how they want care to be delivered according to need not available funding.
